Milano Finanza – leading Italian economic media paper – has published my comment on the opportunity to invest in the revamping of buildings.

The goal is to reduce consumption, improve living standards and contribute to reducing emissions. In this context, the revision of the European Directive is an opportunity and not a threat. Of course, it does bring up some obvious challenges that can be overcome during the political negotiation phase.

Unfortunately, the Italian system is very absent in Brussels and allows other countries to promote the development program of the Union. When new rules arrive, political and institutional representatives and associations blame the EU. The problem is with them. This was the case with plastic, and it is the same with the revamping of buildings.

These are some excerpts from my comment for Milano Finanza.

The Green Home Directive is a proposed revision (June 2021) by the European Commission of a previous Directive on energy performance in building. It is part of the European reforms package Ready for 55% which defines the vision for achieving a zero-emission property portfolio by 2050. It is a fundamental component of the restructuring wave of 8 October 2020 and is linked to the REPowerEU energy plan of 8 May 2021.

Beyond the challenges, this is not a law designed by the evil Brussels DeepState against helpless Italian citizens. On the contrary, it is a comprehensive legislative package that responds to a precise strategy for zeroing emissions and energy savings.

The Directive has many challenges. It could not be otherwise, considering it was and remains designed in Brussels, that is, in a bureaucratic center that uses consultants, distant and deaf to the periphery, whether it be Cyprus, Italy, Portugal, or Finland. It certainly ignores the cultural, geographical and historical peculiarities of a country, where many buildings are constructed in such a way that any intervention is hardly imaginable. In some areas, such as large cities or extended countries, it is certainly easier to intervene, but in the historic centers of villages and agglomerations built on hills and hilltops, extraordinary efforts will be required. Nothing is impossible if there is the will and organizational ability. Countries with more widespread urban structures and lower population density (North European countries) or that follow functional logic (Eastern Europe) have it easier.

As long as the possible challenges are discussed, both in the current European discussion phase and in the reception of the Directive in Italy, it will be possible to overcome them. If associated with a plan of incentives or better tax relief, Italy could transition into the future that in reality.
